Footswitch Problem

Hi, our CNC lathe with GSK928TCa system has some problem, the hydraulic chuck is working, but the external footswitch could not control it, we measured that there is voltage DC12V between DIQP and 0V, and the IC 2803 is fine, what could be the reason?

The parameters need to be select to active the footswitch.
